During the third Tax Forum Andriy Stelmashchuk, Vasil Kisil & Partners tax partner, made a presentation on "Reforming the tax system of Ukraine in connection with the signing of the Association Agreement with the EU."

Having successfully solved numerous complex tax problems and based a solid understanding of tax system algorithm and its shortcomings Andriy Stelmashchuk stressed: "The real reform to serve Ukraine in the process of adopting to EU legislation is not so much about changing fees and the number of taxes but rather a new approach of the tax authorities in their dealings with business, a transformation of tax agencies into a fiscal service, a growing number of professionals in the public service. One way of bringing about qualitative changes, I think is for business representatives and lawyers to influence tax authorities by offering our vision of the reform and monitoring them through public councils to hold them accountable”.

The event was attended by leading lawyers, auditors and tax officers. A lively discussion focused on problematic issues, including the main one - a constructive partnership of UBA’s tax advisers with tax authorities in order to create a stable and transparent business environment by implementing complex changes of the tax system. To ensure such effective interaction a memorandum of cooperation with the Association of Tax Advisors, comprised of lawyers, auditors, scholars and judges has been signed.
